Metro Regional Transportation Plan Update

BACKGROUND:
Metro has been working with Oregon City and other local, regional, and state partners and the public to update a regional shared vision and strategy for investing in the transportation system for the next 25 years.
The Regional Transportation Plan (RTP) is a blueprint to guide investments for all forms of travel - motor vehicle, transit, bicycle, and walking - and the movement of goods and freight throughout the Portland metropolitan region. The plan identifies current and future transportation needs, investments needed to meet those needs, and the funds the region expects to have available over the next 25 years to make those investments a reality.
Federal law requires Metro to lead and coordinate regular updates to the Regional Transportation Plan to respond to the needs of a changing region. The plan must be updated by 2018 to meet state and federal requirements. The last major update to the plan was completed in 2010. A minor update occurred in 2014.
The purpose of the 2018 amendment is to make necessary funding corrections, increases, fund reprogramming, and add new projects. Oregon City, along with 24 other Metro Cities and other regional partners, have been working to establish local priorities for federal, state, and regional funding opportunities from 2018-2040.
Focusing on the main outcomes of the vision, there are four key takeaways from the analysis of the draft constrained list of projects:
1. Safety is a priority in high-injury corridors and communities of color.
2. Congestion will not ease, but investments will improve reliability.
3. Increased physical activity and reduced emissions will help people live healthier lives, but the region will fall short of its adopted greenhouse gas reduction commitment.
