Title

Personal Services Agreement Amendment for Insurance Agent of Record, Brown & Brown Northwest

Body

RECOMMENDED ACTION (Motion):

Staff recommends approval of a one-year amendment to the Personal Services Agreement with Brown & Brown Northwest to provide insurance agent and risk management services to the City of Oregon City from July 1, 2018 to June 30, 2019.

BACKGROUND:

Brown & Brown Northwest has provided insurance services to the City of Oregon City since 2016.  Brown & Brown Northwest is committed to the success of the City of Oregon City and have proven themselves an invaluable resource for understanding the City’s insurance and risk management needs.  Furthermore, Brown & Brown's track record of performance in personalized service and its proactive approach to assessing the City’s risk concerns are a significant basis for cost savings and safety vigilance.

In February 2016, the City advertised a Request for Proposal (RFP) for a formal Insurance Agent of Record.  The Agent of Record is an insurance agent who has the policyholder's approval to order insurance from an insurer, and is designated in writing by a policyholder to service certain policies on behalf of the policyholder with a company represented by the agent.  In addition, the RFP included the requirement to provide risk management services to the City.  On April 12, 2017, the City Manager approved the 1 year agreement with an option to extend the contract at the City’s option for an additional three years. The second amendment expires June 30, 2018, and the 1-year extension is being presenting to the Commission for approval as the total cost of the agreement as amended exceeds the City Manager's signing authority.
