Personal Services Agreement Amendment #1 with Granicus, Inc. for a 2-year Extension

RECOMMENDED ACTION (Motion):
Staff recommends the City Commission approve the amendment #1 to the personal services agreement (PSA) with Granicus, Inc. and authorize the City Manager to sign the two-year agreement for a government transparency, boards and committees monitoring, and agenda workflow solution.
BACKGROUND:
On July 6, 2016, the City Commission approved a two-year agreement with Granicus, Inc. to provide government transparency, boards and committees monitoring, and agenda workflow solutions for the City.
The City posted a Request for Proposals (RFP) in an effort to enhance it's software solution and/or stay competitive with market pricing. After learning of several transitions in the industry including Granicus' purchase of Accela's Legislative Management Solutions Software and Municode (the City's current Codification/Code Management Company) purchasing it's own Legislative Management Solutions Software, staff felt the best move for the City was to cancel the RFP process and renew the current contract with Granicus for a 2-year duration. The compensation section of the contract will be updated that the City agrees to pay Granicus at the same rates, in the amount of $39,713.64/year, which will increase the current contracts 'shall not exceed' section to a total amount of $160,427.28 for the full three-years duration of the contract.
The monthly rates have not changed and are broken down as follows:
Monthly Government Transparency Suite - $2,909.47
Monthly Boards and Commissions Suite - $300.00
Monthly Granicus Encoding Appliance Software - $100.00
Staff plans to post another RFP in the future and bring a new contract to the Commission.
