Amendment 3 of Personal Services Agreement for Design Services for Area B of the Hazelwood Drive Sanitary Sewer Replacement Project

RECOMMENDED ACTION (Motion):

Authorize the City Manager to execute Amendment #3 with RH2 Engineering, Inc. in the amount of $137,323 to provide final engineering design and construction services for Area "B" of the Hazelwood Drive Sanitary Sewer Replacement Project (CI 16-005).

 

BACKGROUND:

The City of Oregon City's Sanitary Sewer Master Plan (SSMP) became effective November 1, 2014. The Hazelwood Drive basin was one of the moratorium areas identified for development restriction until sewer system improvements were made. Completing construction of this sewer project will allow the Hazelwood Drive Sewer Moratorium to be lifted. Hazelwood is the last moratorium area currently enforced under the Public Facilities Strategy, which expires October 1, 2018. It is the City’s goal to have serviceable sewer improvements in place to lift the Public Facilities Strategy prior to October 1, 2018.

 

Initial Personal Services Agreement (PSA); PSA Amendment #1; PSA Amendment #2

RH2 Engineering, Inc. was chosen as the design firm for this project, and a Personal Services Agreement was executed with them on April 10, 2017. Amendment 1 and Amendment 2 of this contract included the design of the Area A/Schedule A segments and geotechnical work in the area, as discussed in the authorization for PSA Amendment #2. Amendment #2 effectively separated Areas A and B into two projects, since construction methods and areas will be different for the needs of each area (directional drilling for Area B, and pipe bursting or open trench replacement for Area A). Because the City seeks to lift the Public Facilities Strategy prior to October 1, 2018, work in these two areas may be bid and performed by separate contractors with the overall goal of completing both before the expiration of the Public Facilities Strategy.

 

PSA Amendment #3

Amendment 3 includes project design and bid document preparation for the Area B segment of the project, including bid services and services during construction. Previous work on Area B performed under the original contract and Amendment #1 helped establish the preferred approach for Area B, a new directionally-drilled 12" sewer line in the Hazelwood Drive right-of-way to replace the trunkline where the existing undersized one runs through backyards. Because of the close positioning of the existing sewer through existing backyards, significant effort was undertaken to establish a preferred design alternative which would meet the hydraulic goals of the project with minimal impact to existing homeowners. To complete design and engineering construction services for the project in Area B, the contract is being increased by $137,323, taking the total not to exceed amount of this contract to $318,099. These funds will come from the allocations approved in the 2017-2019 bienial Sewer Fund and Wastewater System Development Fund budget(s).

 

Future PSA Amendment(s)

Final completion of "Area A" includes 100% complete plans, specifications, and bid documents. A construction inspection and construction administration PSA Amendment is anticipated to be brought before the City Commission as the project for "Area A" nears the construction phase.
