Public Improvement Contract with S-2 Contractors Inc. for the 2018 Oregon City Roadway Reconstruction Projects (CI 18-001)

RECOMMENDED ACTION (Motion):
Award the bid and authorize the City Manager to execute the Contract Agreement in the amount of $2,412,697.50 with S-2 Contractors Inc. to provide construction services to complete the 2018 Oregon City Roadway Reconstruction Projects (CI 18-001).
BACKGROUND:
In accordance with City and State contracting procedures, ORS 279A.210, an invitation to bid was solicited from qualified contractors for the 2018 Oregon City Roadway Reconstruction Projects and was published in the Portland Daily Journal of Commerce on April 11 and April 16, 2018.
The work authorized by this contract is a component of the City’s annual roadway maintenance program funded through the City’s Pavement Maintenance Utility Fee (PMUF). This year’s project includes eight (8) roadway segments with work ranging from a thin overlay to total roadway reconstruction, installation of twenty (20) new storm sewer inlets, an addition of sidewalk at the corner of Partlow Road and Central Point Road, and includes the addition of ADA ramps, as needed, to meet ADA compliance (see attached project map).
On Tuesday, May 1, 2018, Oregon City Public Works opened bids for the above-referenced project. Two (2) bids were received with the lowest responsive and responsible bid
submitted by S-2 Contractors Inc. The bidders and their bid amounts are listed below:
S-2 Contractors Inc. $2,412,697.50
Pacific Excavation, Inc. $2,943,000.00
