Resolution No. 18-13, Suspending the Grievance Process of OCMC Chapter 2.30.060 to Allow for a Process of Identifying Improvements

RECOMMENDED ACTION (Motion):

Staff recommends the City Commission adopt Resolution 18-13.

 

BACKGROUND:

Oregon City Municipal Code (OCMC) 2.30.060 creates a process for the Citizen Involvement Committee (CIC) to review grievances of members, neighborhood associations, or any person considering themselves adversely affected by the CIC. This code was created in 2015 with the adoption of OCMC 2.30 Citizen Involvement Committee, which formally codified the duties of the CIC as a city committee.

 

Goal 4 of the 2017-2019 adopted CIC Goals and Work Plan supports reviewing the existing grievance process, code and submission requirements and making recommendations to the City Commission on how the grievance process could be improved as well as helping make the grievance process clearer and more accessible for all parties. On April 2, 2018, the CIC voted to request the City Commission suspend the grievance process set forth in OCMC 2.30.060 to a date certain while the CIC is reviewing potential revisions to the grievance code and processes. All existing grievances submitted prior to the adoption of this resolution will continue to be processed under the existing grievance process.

 

The CIC intends to draft suggested revisions to the grievance code and process and provide them to the City Commission, which may meet with the CIC at a future joint work session and any changes to the grievance process contained in OCMC 2.30.060 will be adopted by the City Commission at a duly noticed City Commission Hearing.
