Resolution No. 18-10, Supporting Oregon City's Local Government Grant Application for Development of Filbert Run Park

RECOMMENDED ACTION (Motion):
Staff recommend approval of Resolution No. 18-10, authorizing staff to apply for a Local Government Grant from the Oregon Parks and Recreation Department for Filbert Run Park.
BACKGROUND:
The Oregon City 1999 and 2008 Parks and Recreation Master Plans identified the Filbert Run Park site area as a high priority for park and open space needs. The City acquired the 3.5 acre site in 2008 located within the Hazel Grove/Westling Farm neighborhood on the south side of Hazelnut Avenue, between Vincent Drive and Hazel Grove Drive. In 2015, the Community Services Department completed a master plan for this property, to guide the development of the park.
The proposed project for Filbert Run Park will protect existing natural resources and accommodate for the growing community needs. The project aims to provide recreational amenities, community space, and educational opportunities that do not currently exist in the surrounding neighborhood area. Proposed improvements include accessible pathways, new wildlife viewing overlook, new accessible nature play equipment, storm water planters, new picnic areas, invasive species removal and replanting of native plants, new multi-use recreation court, new dog park area, open lawn, new interpretive seat wall, new portable restroom pad and shelter facilities, restored natural wetlands area,
street storm water planters, and ADA-compliant parking. These improvements meet the state-wide and county goals of providing non-motorized trails, sports and playfields, picnic/day use facilities, and nature study/wildlife viewing opportunities.
The grant funds requested for this application will be as follows:
Grant Funds Requested: $396,000
Matching Funds Proposed: $804,000 (City funds provided via Parks SDC's)
