RECOMMENDED ACTION (Motion):

No action required.

BACKGROUND:

When complete, Glen Oak Park will be a new 9.1-acre park located at 14491 South Glen Oak Road in the Caufield Neighborhood of Oregon City.  The neighborhood park will provide outdoor space for the rapidly developing surrounding neighborhoods and provide much needed connections for active transportation in the area.  Glen Oak Park will balance protecting and restoring existing natural habitat with providing active and passive recreation opportunities for seniors, teens, adults, and children.

Development of the Glen Oak Park site has been identified as a goal of the Parks and Recreation Advisory Committee (PRAC) as well as being identified as a top priority in the Oregon City 1999 and 2008 Parks and Recreation Master Plans.  Through a well-attended public involvement process, a conceptual master plan for the park was developed and approved in 2015.  The proposed park improvements include a flexible open lawn area, a picnic shelter, a children’s play area, removal of invasive species, a soft-surface trail through large existing trees, restoration of an existing wetland area and creek corridor, two pickle ball courts, a skate spot, an interpretive stone seat wall, bike parking, a paved loop pathway system, large group and individual picnic areas, and wildlife overlook with interpretive signage, and Oregon City’s first fenced off-leash dog park. Additional improvements will include construction of a multi-use concrete pathway along the High School Avenue right-of-way and crosswalk striping at park entrances.

Oregon City was awarded a $496,000 grant from Oregon State Parks and will match those funds with approximately $2 million of Park System Development Charges (PSDC’s) to construct phase one of the park.  Community Services Director Phil Lewis will be providing Commission an update on the Glen Oak Park project and timeline.
