Personal Services Agreement with Wallis Engineering for 2018 Waterline System Improvements Project

RECOMMENDED ACTION (Motion):
Authorize the City Manager to execute a Personal Services Agreement (PSA) with Wallis Engineering for the design, bidding, and construction phase services needed to complete the 2018 Water System Improvements Project (CI 18-006).

BACKGROUND:
In 2017, city staff met to discuss the upcoming project goals including the water distribution system pipe replacement needs as well as the City’s Pavement Maintenance Paving Plan for 2018. The waterlines selected for replacement are old steel pipes that have a longstanding history of leaks and catastrophic failures (see attached scope of work which includes project area maps for pipe locations). In some instances, the waterlines were selected in preparation for an upcoming pavement preservation project included in the City’s 5-year paving plans.

This project consists of replacing the existing water system in three areas within the City of Oregon City:

1. Center Street. Construction of approximately 1,200 LF of new, 8-inch ductile-iron water main and appurtenant items such as services, PRV’s, and hydrants along Center Street between 7th Street and 10th Street and on 9th Street between Washington Street and Center Street.

2. Warner Street. Construction of approximately 250 LF of 6-inch ductile-iron water main and one new service along Warner Street between Prospect Street and Molalla Avenue.

3. Cherry Avenue. Construction of approximately 1,225 LF of 8-inch ductile-iron water main and appurtenant items such as services and hydrants along Cherry Avenue between Park Drive and Holmes Lane.

Wallis Engineering was selected from the City’s shortlist of qualified on-call Civil Engineering firms to provide design and construction administration services for utility projects of this type and complexity. Their scope of work...
