Fee Waivers for Neighborhood Association Appeals

RECOMMENDED ACTION (Motion):
Staff request the City Commission provide policy direction.
BACKGROUND:
Chapter 17.50.190.C.5 of the Oregon City Municipal Code states:
If a city-recognized neighborhood association with standing to appeal has voted to request a fee waiver pursuant to Section 17.50.290C., no appeal fee shall be required for an appeal filed by that association. In lieu of the appeal fee, the neighborhood association shall provide a duly adopted resolution of the general membership or board approving the request for fee waiver.
The language provides an opportunity for any neighborhood association to appeal land use applications to the City Commission free of charge. A work session was requested to discuss if the fee waiver for neighborhood associations should be limited to the development within the boundaries of the neighborhood association submitting the appeal.
