Technology Services Contract with Mark43, Inc. for New Police Records Management Software

RECOMMENDED ACTION (Motion):

Staff recommends the City Commission approve the Contract between the Mark43, Inc. and the City of Oregon City.

 

BACKGROUND:

In 2015, the majority of police agencies in the Portland Metro area joined a unified network that went to the same records management system; the project was called RegJIN.  Portland Police Bureau is the agency controlling the RegJIN program.  The software has underperformed in a variety of ways, Clark County was the first to leave RegJIN.  The majority of Clackamas County agencies began researching other vendors for a product that delivered what was required.  After researching and viewing different products, we landed on Mark 43.  The Clackamas County Sheriff's Office landed on the same product.  The majority of Clackamas County agencies are going to Mark 43.  We are simply switching from one vendor to another.

 

This contract was through a cooperative procurement process, piggybacking off a contract Mark 43 signed with Fairfax County, Virginia, for the same product.

 

The cost of the RegJIN contract was about $48,312 annually, the price of the Mark 43 product will be $51,808.88 per year.
