Title

Personal Service Agreement with Friends of Trees for Neighborhood Tree Planting and Pruning

Body

RECOMMENDED ACTION (Motion):

Authorize City Manager to sign a Personal Services Agreement with Friends of Trees for 2017-2019 Neighborhood Tree Planting and Pruning Events.

BACKGROUND:

Oregon City has engaged with Friends of Trees (FOT) to provide community tree plantings and tree education for years.  The proposed contract would continue these services throughout two planting seasons, 2017/18 and 2018/19. The focus of this project is to increase canopy coverage along public rights-of-way and in residential yards in select neighborhoods within Oregon City. The goal is to plant 206 trees, prune 100 trees, and provide all neccessary technical support and training to assure project success.

FOT’s successful coordination of community tree plantings in Oregon City demonstrates that the organization is uniquely qualified to undertake this project. In December 2016, FOT managed and led a volunteer planting where 90 new trees were planted in the Barclay Hills, McLoughlin & Rivercrest neighborhoods in central Oregon City. In April of 2017, FOT planted 10 trees with students at the Oregon Service Learning Academy in the South End neighborhood. In the past two planting seasons FOT worked with staff to organize community tree plantings with 93 volunteers who contributed a total of 360 volunteer hours (a value of approximately $5976.00).

The program is funded through the Planning Division's Tree Mitigation Fund which has been accounted for in the existing budget.
