Resolution No. 17-25, Updating the Transportation Projects Eligible for Transportation System Development Charges Funding

RECOMMENDED ACTION (Motion):

Adopt Resolution No. 17-25, updating the transportation projects eligible for Transportation System Development Charges funding associated with Resolution No. 09-02 as attached.

 

BACKGROUND:

In April 2009, the City Commission adopted Resolution No. 09-02 establishing a new Transportation System Development Charge (TSDC) methodology, amounts and implementation schedule, including the City’s Transportation Capital Improvement Plan (CIP) project lists, pursuant to ORS 223.309(1). This list guides how funding can be spent and when developers can seek credit. The City’s CIP list may be modified at any time pursuant to ORS 223.309(2).

 

The last Transportation CIP project list was adopted in 2009. In 2013, the City updated our guiding document, the Transportation System Plan (TSP), which included an updated list of roadway, bicycle, pedestrian, shared-use paths and family friendly projects. That list of projects was never adopted as the Transportation Capital Improvement Plan. Additionally, various ancillary transportation documents have been completed since then which are also included in this update. These documents are as follows:

 

                     South End Concept Plan in 2013, which included a refined list of transportation, and bicycle/pedestrian projects

                     Willamette Falls Legacy Project in 2014, which included a new bicycle/pedestrian project and safety improvements at the intersection of Railroad Avenue and Highway 99E

                     Linn Avenue, Leland Road, and Meyers Road Corridor Plan in 2015, which included a refined list of transportation, bicycle, and pedestrian projects

                     Meyers Road Extension Concept Plan in 2015, which included a refined list of transportation and bicycle/pedestrian projects

 

Each of these documents, and the projects included in them, have been through a public involvement process. The TSP public involvement process included extensive outreach including both Stakeholder and Technical Advisory Teams, updates to city committees, community meetings and open houses, utility bill inserts, citywide mailer, project website, social media, articles in Trail News, Clackamas Review/Oregon City News, and presentations to various organizations.

 

The attached Transportation Project List replaces the previous TSDC Project List - Road Improvements (Table 4) and TSDC Project List - Bike/Ped Improvements (Table 5) lists from 2009. The Transportation Project List includes all projects identified in the TSP and projects added through ancillary transportation documents completed after adoption of the TSP.

 

The new Transportation CIP Project List, and corresponding maps are attached as Exhibits 1 and 2.
