Draft Grievance Committee Meeting Minutes (Feb-June 2017)

RECOMMENDED ACTION (Motion):
The Grievance Committee should adopt the combined draft minutes for the recent Grievance Committee process. Grievance Committee members include:
Mike Mitchell, Barbara Renken,Vern Johnson, Georgia Reagan, Gordon Wilson.

BACKGROUND:
On February 15th, 2017 the City received a grievance against the Chair and Vice Chair of the Citizen Involvement Committee (CIC). The Grievance Committee (GC) convened and signed a letter recommending the parties seek to reconcile their differences through mediation. In response to requests from multiple parties to continue to process the grievance, the Grievance Committee will proceed as identified in Chapter 2.30.060 of the Oregon City Municipal Code. Until a recommendation of the Grievance Committee was made, the Grievance Committee convened monthly, on the first Monday of each month at 5pm at City Hall in Commission Chambers. A majority of the committee members will constitute a quorum.

At the May 1, 2017 Grievance Committee Meeting, the Grievance Committee heard testimony, closed the record and deliberated. They found that Miranda Sierra was not adversely affected by an action of the CIC and dismissed the grievance. The committee members also provided two recommendations to the CIC for future work items: 1. The CIC should consider adding more detail to the by-laws concerning the elements of a grievance and 2.The CIC should encourage the City Commission to update the city's social media policy to reflect today's realities about social media.

At the June 5, 2017 Grievance Committee Meeting, the Grievance Committee reviewed and amended the draft findings as the formal report for this grievance.
