RECOMMENDED ACTION (Motion):
Staff recommends that the City Commission not accept oral public testimony and continue Planning file AP 17-04 to the November 15, 2017 City Commission meeting. The appeal documentation as well as staff report will be included in the City Commission agenda for November 15th and it would be appropriate for the City Commission to accept oral testimony at that time. The record is currently open for the submittal of written testimony. The appeal hearing will be confined to the issues raised in the Grounds for Appeal. Only the applicant and those persons who submitted written comments prior to the decision will be allowed to participate either orally or in writing in this appeal.
BACKGROUND:
On August 22, 2017, the Oregon City Historic Review Board voted 4-0-0 to approve with modified conditions the requested six (6) unit cottage style development. Accordingly, the Oregon City Historic Review Board adopted as its own the Staff Report with findings and Conditions of Approval for File Numbers MD 17-01, MD 17-02, MD 17-03, MD 17-04, MD 17-05, and MD 17-06.
The appellants, Friends of Canemah and Paul Edgar, are appealing the conditional approval of Planning files MD 17-01, MD 17-02, MD 17-03, MD 17-04, MD 17-05, and MD 17-06 Historic Review for the designs of six (6) cottage style homes in the Canemah Historic District on the grounds that the design, number, massing and orientation of the proposal is not consistent with the review criteria found in OCMC 17.40.060, OCMC 17.40.065 and 17.40.070 and the 2006 adopted Design Standards for New Construction.
