Public Improvement Contract for the Construction of the Beavercreek Road Sewer Project (CI 16-013)

RECOMMENDED ACTION (Motion):
Award the bid and authorize the City Manager to execute the Contract Agreement with K&E Excavating, Inc. in the amount of $979,415.00 to provide construction services for the Beavercreek Road Sewer Project.
BACKGROUND:
In August 2016, the City executed a Personal Services Agreement (PSA) with Tetra Tech, Inc to design and prepare contract documents to extend the public sewer in Beavercreek Road from Clackamas Community College to approximately 700' south of the Loder Road intersection. The project will consist of approximately 2,725' of 15" sanitary sewer main in Beavercreek Road, with 12" and 8" service lateral lines at select locations. Construction of the work identified will allow sewer service to reach new residential and campus developments planned along Beavercreek Road.
In August-September 2016, staff solicited bids for the project in accordance with City and State contracting procedures. Seven bids were received. The City's engineering consultant has reviewed the bids received and provided the City with a written recommendation of bid award to K&E Excavating. Inc., the lowest responsive and responsible bidder. The bidders and their bid amounts are listed below:
