Change of Contract to 3J Consulting with Revised Scope of Work for the Equitable Housing Project

RECOMMENDED ACTION (Motion):

Authorize the City Manager, Community Development Director and City Attorney to sign the Personal Services Agreement and revised scope of work.

 

BACKGROUND:

On July 19th, 2017, Cogan Owens Greene (COG) entered an agreement with the City of Oregon City to prepare an Equitable Housing Policy Analysis. COG initiated work and have completed several tasks in the scope of work. The project is scheduled to be completed by November, 2018. Metro has approved the revisions to the revised scope of work and new timeline under the current Intergovernmental agreement.

 

As of September 22, 2017, COG will no longer be operating as an active firm. COG’s owners and employees will continue their work with new entities. Steve Faust, project manager, will begin working at 3J Consulting (www.3jconsulting.com) on September 25. 3J Consulting is a Civil Engineering and Land Planning firm located in Beaverton. Steve Faust will remain as project manager along with sub-consulting team JET Planning, Orange-Splot, EcoNorthwest and Wallace Engineering.

 

With this change of contract, the following items will be affected:

- The contract will change from the firm Cogan Owens Greene, which has dissolved, to 3J Consulting.

- Deliverables schedule is revised, with the final consultant deliverables due at the end of September, 2018.

- Revisions to the scope of work will clarify and refine deliverable and work products, and new deliverable deadlines (attached).
