RECOMMENDED ACTION (Motion):
Staff recommends that the City Commission authorize the purchase of a LAMP 2 later-launch mainline camera for the Cues CCTV Inspection Van. The price of the equipment is $66,611.00 and was a previously authorized expenditure within the FY 17/18 biannual budget.

BACKGROUND:
Oregon City fleet purchases are managed through our Fleet Replacement Fund. Every year, each Public Works Division budgets a predetermined amount for deposit into the Fleet Replacement Account to assure adequate funding is available when new or replacement vehicles are scheduled for purchase, this includes specialized equipment for these vehicles. The LAMP 2 lateral-launch mainline camera is part two of a two phased approach to improve and expand our pipeline video inspection program. Phase one was completed in FY 2016-17 when City Commission approved the purchase of a Cues CCTV inspection van and pipeline video inspection system on November 16, 2016 for the amount of $265,353.00.

This new TV Truck video inspection system was deployed to field in June 2017. Since then, the Public Works Sewer Division has video inspected over 14 miles of pipe, including more than 10 miles since July 2017. This is greater than the previous two fiscal years combined. The addition of this camera will allow the Public Works Sewer Division to locate laterals with increased accuracy, verify the condition of laterals prior to construction and overly projects, as well as improve customer service response related to lateral blockage issues.
The cost of this LAMP 2 lateral launcher is $47,019.00, and Public Works has opted to add the lateral pan and tilt camera for $19,592.00 for a total combined of $66,611.00. Both equipment items were planned in advance for phase two of the Cues CCTV inspection van replacement and upgrade.
