RECOMMENDED ACTION (Motion):
Approve Intergovernmental Agreement between the City of Oregon City and the Clackamas Community College to hire and provide a full-time police officer that will be assigned to the College.

BACKGROUND:
In recent years, the Clackamas Community College (CCC) has had some significant changes to their security force. Their force is no longer armed or sworn as police officers; they are regular security guards that have limited training, equipment and authority. In order to provide the safest possible environment to the students and staff of CCC, Chief Band approached the CCC President and staff about providing an officer at the expense of CCC. The College Resource Officer (CRO) will act as a liaison between all CCC staff and local agencies that surround the three CCC campuses. The CRO will assist the CCC security staff in providing security, identifying and facilitating training for the CCC staff, assisting all CCC staff in problem-solving matters of security, and in general, ensuring that the College is a safer place for students and faculty. A huge piece of this will be coordinating efforts, communication and response between CCC and the rest of Oregon City Police staff.

This initial IGA is for one year. The ultimate direction of the CRO remains with the Oregon City Police Department. All salary and benefits for a sworn officer with this level of experience is about $137,000. CCC has agreed to pay $150,000 annually to pay for the officer, and to cover administrative fees and the maintenance/usage of an Oregon City Patrol vehicle.

The vast majority of the CRO's time will be spent at the Oregon City campus, though there will be occasions where he/she travels to the Wilsonville or Harmony campuses.

All Clery and Title 9 reporting for CCC will remain the responsibility of CCC administration and not with the CRO.
