RECOMMENDED ACTION (Motion):
Authorize the City Manager to execute Change Order 3 for the Contract Agreement with S-2 Contractors, Inc. in the amount of $54,902.00, to provide roadway reconstruction services to include removing and replacing the existing half street roadway of S Center Street.

BACKGROUND:
On May 3, 2017, the City entered into a construction contract with S-2 Contractors, Inc. to complete the Oregon City Roadway Reconstruction Projects for 2017. This change order authorizes the additional reconstruction services to include S Center Street, which was not planned for in the original scope of work. As of recent, S Center Street has shown indications of subsurface shifting similar to what was experienced along South End Road. The improvements included in this change order will reconstruct the damaged roadway section in an effort to maintain functionality until such time that future projects can stabilize the land movement and a more permanent solution can be achieved. The City is in the process of obtaining Federal Highway Administration (FHWA) Emergency Response Program funding for a permanent S Center Street solution.

Change Order 1 with S-2 Contractors, Inc. was for the amount of $14,425.00 and has been authorized by John Lewis, Public Works Director. This work includes removal of existing roadway panels on Jersey Avenue because the City observed that the existing underlying subgrade was unsuitable for paving as shown in the original contract plans. Change Order 2 was for the amount of $29,112.11 which is within the City Manager's signing authority threshold. The work to be performed under this second change order is to remove and replace the existing driveway access on the west side of the intersection of High Street and 2nd Street.
