Sewer Inflow and Infiltration Abatement Program Update

Body

RECOMMENDED ACTION (Motion):

This is to update the City Commission on the Sewer Inflow and Infiltration (I&I) Abatement Program, presented by Brown and Caldwell (B&C), who have been performing the study work for this program since Fall of 2015.

BACKGROUND:

Jon Holland, P.E., who will be leading the presentation, is a principal engineer with B&C and a recognized authority on I&I abatement throughout the Northwest. B&C is currently under contract for ongoing services related to the City's I&I abatement program. B&C completed the City's 2014 Sanitary Sewer Master Plan (SSMP), which made recommendations for further investigative work to reduce sewer I&I in Oregon City.  In the past 2 years, B&C has administered additional flow monitoring and smoke testing, continuing the study work recommended in the SSMP. The draft report of the subsequent activities completed to date is available for review.

The presentation will highlight initial conclusions and explain next steps for capital improvements, policies and regulatory standards the City will need to contemplate in its efforts effectively reduce I & I.
