RECOMMENDED ACTION (Motion):
Authorize the City Manager to execute the contract agreement with Landis and Landis Construction in the total amount of $378,340, to perform construction of the Peter Skene Way Emergency Sanitary Sewer Replacement Project.

BACKGROUND:
On February 22, 2017, a landslide occurred in the open space north of Peter Skene Way and west of Whitman Way. Approximately 50 feet of 8” sewer pipe fell away in the slide essentially decommissioning 584 LF of the pipe system and resulted in an active sewage spill. Redundant emergency bypass pumps were immediately put into action to redirect sewage around the active slide area and back into the downstream existing sewer system.

RH2 Engineering, Inc. was awarded a personal services contract to complete design, bidding, and construction support for this emergency repair project, and has developed a construction bid package at a 90% design level. Options were provided to contractors to propose open cut or trenchless pipe installation for the two most upstream segments of pipe.

Given the immediate emergency replacement needs of the system, the City invited three qualified contractors to review and bid on the construction repair project. The three contractors we selected based on recent sewer installation work in the City and/or surrounding areas. The City received responsive bids from all three contractors. The bidders and their bid amounts are listed below:

Canby Excavating, Inc. $512,875
Trench Line Excavation, Inc. $404,778
Landis and Landis Construction $378,340

Landis and Landis Construction was the lowest qualified bid of those received. This emergency procurement is consistent with ORS 279.B.080 Emergency Procurements requirements. We are recommending the Commission authorize the City Manager to execute this emergency repair contract.
