HR 17-04: Historic Review Board Request to Review Phase I of the Proposed Public Works Operations Facility

RECOMMENDED ACTION (Motion): Approval with Conditions
BACKGROUND:The Public Works Operations Center, located at 122 S. Center Street, is within the McLoughlin Conservation District boundaries and is currently in use by the Oregon City Public Works Division. This application includes a proposal to construct improvements onsite (identified as Phase I). Proposed Work includes, but is not limited to: demolishing all of the building in the “upper yard” except the armory, rehabilitating an existing 13,850 square foot armory building, construction of a new 15,033 square foot office building to serve as the Oregon City Public Works Operations Center, a new elevator connecting upper and lower property sites, a new 5,200 square foot tool storage building, a new 7,520 square foot truck storage shelter with a capacity of parking 40 vehicles, and 147 total parking spaces for additional service vehicles and public parking. The staff report includes an analysis of compliance with the applicable sections of the Oregon City Municipal Code as well as the Design Guidelines for New Construction. Future development on the subject site, including future phases, will be reviewed by the Historic Review Board upon submittal of a development application.
This application was previously heard by the Historic Review Board on April 25, 2017. The public comment period remains open until closed by the Historic Review Board. The staff report has been amended since the last hearing.
