Personal Services Agreement Amendment No.1 with Kittelson & Associates, Inc. for the Alternate Mobility Standards (CI 16-024)

RECOMMENDED ACTION (Motion):
Authorize the City Manager to execute Amendment No. 1 to the Personal Services Agreement (PSA) in the amount of $30,720.00 with Kittelson & Associates, Inc. to provide additional professional services to complete the alternate mobility targets.

BACKGROUND:
On October 13, 2016 we entered into a contract with Kittelson & Associates, Inc. for the transportation engineering work needed to create & adopt Alternative Mobility Targets for the Hwy 213 & Beavercreek Road intersection. At that time, City staff and the consultant identified a scope of work based on our understanding of the needs to complete this work. Alternative mobility targets have only been adopted in a few instances, all located outside of the Portland Metro area, so our ability to utilize others work to guide us was limited.

As we progressed with the work, we identified additional items that would be needed to assist us in the identification & adoption of alternative mobility targets, as well new land use proposals in the Park Place Concept Area that emphasized the need to include the Hwy 213 & Redland Road intersection. These items are as follows:

1. Additional review of Beavercreek Road, including:
a. Cost Constrained Alternative (analysis, layout, cost estimate)
b. Road Safety Analysis
c. Mobility Target & Operations Analysis
2. Funding for additional Infographics
3. Addition of the Hwy 213 & Redland Road intersection, including:
a. Cost Constrained Alternative (analysis, layout, cost estimate)
b. Road Safety Analysis
c. Mobility Target & Operations Analysis
d. Interim Improvements
e. Inclusion in Report, Amendments & Finding
4. BlueMac data & analysis
5. Additional prep time for Community Advisory Group (CAG) meetings
6. Additional Technical Advisory Group (TAG) meeting, to allow the CAG & TAG Meeting #3 as separate meetings
