RECOMMENDED ACTION (Motion):

Approval of Resolution No. 17-13 in support of the City's Transportation Growth Management Grant Application.

 

BACKGROUND:

The Beavercreek Road Concept Plan (BRCP) is a guide to the creation of a complete and sustainable community in southeast Oregon City.  The acknowledged BRCP provides a framework for urbanization of 453 acres within the urban growth boundary. The plan provides a vision of the area though does not include the tools necessary to implement the plan, such as assignment of Comprehensive Plan map designations or associated amendments to the Oregon City Municipal Code (OCMC). This implementation plan will include a public engagement process that honors the acknowledged plan with contribution from previous participants while reaching out to current residents resulting in implementation measures consistent with the adopted vision.

 

The creation of the implementing tools is the last step to finalize the Beavercreek Road Concept Plan and will complete an over 10-year planning process to provide a vision for Urban Growth Boundary expansion areas in southeast Oregon City.

 

The Transportation and Growth Management (TGM) Program is jointly managed by two state agencies: the Department of Transportation (ODOT) and the Department of Land Conservation and Development (DLCD). TGM is primarily funded by federal transportation funds, with additional staff support and funding provided by the State of Oregon. TGM serves local governments through a competitive grant program and other non-competitively awarded community assistance programs. Oregon City is applying for funding through two of the TGM programs a) TGM Grants and b) Code Assistance. This resolution supports both applications.
