Contract Amendment with RH2 Engineering for South End Road Waterline Replacement Project

RECOMMENDED ACTION (Motion):
Authorize the City Manager to execute Contract Amendment No. 2 with RH2 Engineering to complete the South End Road area Waterline Replacement Project (CI 15-012).
BACKGROUND:
In January 2016 the City signed a contract with RH2 Engineering to provide survey and engineering consulting services for design and construction administration of the 15th Street Waterline Replacement Project (CI 15-011) and to develop a 90% design set of plans and specifications for the South End Road and Warner Parrott Road Waterline Replacement Project (CI 15-012). Both projects are water main and service line replacement projects. The replacement is needed due to the old age of the pipes and the history of problems associated with the existing distribution system.
The 15th Street Waterline Replacement Project has been completed and after budget analysis it was determined that sufficient funds are available to complete the South End Road area Waterline Replacement Project. As originally intended under the initial contract, RH2 was asked to submit a proposal to complete the plans and specifications, help with bidding services, and to provide construction administration services for this project. Staff has reviewed the proposal and determined that the tasks outlined in the proposal met the project needs and requirements and that the fees to provide these services were in line with our expectations and industry standards for the cost of the additional work.
