Recommendation Action (Motion) Recommendations:
Authorize the City Manager to execute Change Order 2 for the Contract Agreement with S-2 Contractors, Inc. in the amount of $83,330.00, to provide final paving for the Linn Avenue Sewer Improvements Project.

Background:
On September 17, 2016, the City entered into a construction contract with Interlaken Construction to complete the Linn Avenue Sewer Moratorium Project. Difficulties associated with unanticipated and difficult trenching conditions lead to the decision that the majority of the work would be performed under force account contract modifications with Interlaken. The difficult trenching and remnants of the old concrete county road section resulted in pavement damage and pavement repair needs far beyond the original intent and planned pavement repairs. Essentially the project paving scope must transition from our original plan (trench patching) to significantly more (wider and deeper) trench patching finished off with a full street width resurfacing (2-inch mill and pave back) project.

This change order authorizes restoration measures including removal of selected portions of old concrete roadway, full depth patching of the trenched areas including the concrete roadway areas and then a full width 2” grind and inlay. The finished product will yield a more positive motorist experience than the pre-project condition and help limit future repair needs.

In February, 2017, staff solicited costs for the required final paving work from Interlaken and S-2 Contractors. S-2 Contractors are currently mobilized in Oregon City to complete the Hwy 213/Beavercreek Road Operational Enhancement Project.
