Recommendation Action (Motion) Recommendations:
Authorize the City Manager to execute the Contract Agreement with RH2 Engineering, Inc. in the amount of $93,965.00 to provide preliminary (30%) engineering design services for the Hazelwood Drive Sanitary Sewer Moratorium Project.

Background:
The City of Oregon City's Sanitary Sewer Master Plan (SSMP) became effective November 1, 2014. During the course of the update of the master plan, the City's consultant, Brown and Caldwell (B&C), evaluated the City’s sanitary sewer system. The SSMP identified four areas within the City’s existing sanitary sewer collection system all of which had capacity deficiencies during wet weather. Based upon reasonably available information, the findings of the SSMP demonstrated the need for a moratorium in these areas as required by ORS 197,520(2). The Hazelwood Drive basin was one of the moratorium areas identified. Completing construction of this sewer project will allow the Hazelwood Drive Sewer Moratorium to be lifted.

RH2 Engineering, Inc. is one of five firms currently on the City's prequalified consultant shortlist for Utility Infrastructure Improvements. The City's consultant shortlist was affirmed by the City Commission on January 21, 2015.

The City has negotiated a fee proposal with RH2 for preliminary design services including surveying, video inspection of the sewer pipes, and evaluation of alternative construction methods. This project is complicated by its alignment through private back yards and its proximity to Coffee Creek. The recommendation for a preliminary design phase will take the project to approximately a 30% level of design with design and construction alternative recommendations.
