RECOMMENDED ACTION (Motion):

Award the bid and authorize the City Manager to execute the Contract Agreement with Wildish Standard Paving, Co. in the amount of $282,350.00 to provide construction services for the Highway 99E Bluff Waterline Replacement Project.

 

BACKGROUND:

In December 2013, the vertical exposed waterline attached to the Highway 99E bluff south of the tunnel experienced small leaks; those leaks were repaired but the overall condition of the waterline had deteriorated and the pipe has reached the end of it useful service life.

 

In April 2016, the City executed a Personal Services Agreement (PSA) with Murray, Smith & Associates, Inc. to design and prepare contract documents to replace the aging waterline. The project will provide a new waterline, scaling of the rock bluff adjacent to the pipe and temporary traffic control to provide a safe work environment both for the contractor as well as the travelling public.  In January 2017, staff solicited bids for the project in accordance with City and State contracting procedures. Two bids were received and the City's engineering consultant has reviewed the bids received and provided the City with a written recommendation of bid award to Wildish Standard Paving Co., the lowest responsive and responsible bidder. The bidders and their bid amounts are listed below:
