Public Improvement Contract with T Bailey, Inc. for the Construction of Boynton Reservoir Fall Protection Project

RECOMMENDED ACTION (Motion):
Authorize the City Manager to execute the Contract Agreement to T Bailey, Inc. in the amount of $158,975.00 to provide construction services for the Boynton Reservoir Fall Protection Project.
BACKGROUND:
The City of Oregon City (City) owns and operates the 2.0 million gallon (MG) Boynton Reservoir. The reservoir is a welded steel stand pipe that was constructed in 1985, and has an inside diameter of approximately 60 feet and overflow height of approximately 108 feet. The City will complete interior and exterior safety improvements to the tank that will involve welding to the structure, resulting in a need to repair existing tank coatings at the weld locations. Since the City has completed maintenance painting of the tank within the last 16 years and the coatings are reported to be generally in good condition, the intent is to repair the coatings now as needed, and plan for more extensive maintenance painting in the future when the existing coatings near the end of their service life.
The City executed a Personal Services Agreement (PSA) with Murray, Smith and Associates, Inc. (MSA) in 2016 to design and prepare contract documents to facilitate coating repairs and safety improvements for the Boynton Reservoir Fall Protection Project, including preparation of coating design specifications and assistance during bidding and construction of the project.
In January 2017, staff solicited bids for the project in accordance with City and State contracting procedures. Three bids were received and staff from Oregon City Public Works and MSA reviewed the bids and found T Bailey, Inc. of Anacortes, WA to be the lowest responsive and responsible bidder.
