RECOMMENDED ACTION (Motion):
Authorize the City Manager to approve Change Order No. 3 in the amount of an additional $72,141.49 with Trenchline Excavation, Inc. for the 15th Street Waterline Replacement Construction Project (CI 15-011).

BACKGROUND:
Change Order No. 3 is for a number of items not included in the original project plans, however, these items were required in order to complete the project in accordance with City Standards (see Change Order No. 3 summary table for a list and description of the items). The largest cost item of Change Order No. 3 is for additional permanent paving. The additional paving amounted to $62,937 and was due to the need for additional paving beyond the estimated quantities. The under estimate is essentially due to two factors: 1) the estimate assumed a uniform thickness of existing asphalt to be 4" and in many work areas the existing asphalt thickness required an additional 2 inches of thickness, 2) the condition of existing pavement in some work areas was in poor condition and the Contractor was directed to remove and replace this extra pavement.

Change Order No. 1 was approved in August 2016 in the amount of $9,077.35 and for the purpose of compensating the contractor for changes related to a preffered style of water meter boxes, a request from the Water Division to upgrade water service line fittings with fittings not included in our standard water service line detail, and the installation of a new ADA ramp.

Change Order No. 2 was approved in November 2016 in the amount of $67,676.29 and for the purpose of compensating the contractor for replacement of 270 feet of sanitary piping in 15th Street from Center Street to Main Street This additional pipe was discovered to have structural deficiencies and alignment / grade problems when the Contractor was replacing the upstream pipeline.
