RECOMMENDED ACTION (Motion):
Authorize the City Manger to approve Change Order #2 in the amount of an additional $67,676.29 with Trenchline Excavation, Inc for the 15th Street Waterline Replacement Construction Project (CI 15-011).

BACKGROUND:
Change Order #2 is for the replacement of approximately 270 linear feet of sanitary sewer piping in 15th Street from Center Street to Main Street. A portion of the 15th Street Waterline Replacement project included provisions for replacing 166 linear feet of sanitary piping in 15th Street between Washington Street and Center Street. After the new sanitary pipe was installed a pipeline camera inspection was conducted to check for compliance with the plans and specifications. During this inspection it was decided that the existing downstream pipe section from Center Street to Main Street should also be inspected. Through this subsequent inspection it was discovered that pipe joints showed root intrusion, grade problems, and some structural failures. Overall the pipeline was deteriorated to the point that it needs to be replaced. This section of 15th Street is scheduled for full street paving during the upcomming 2017 Pavement Maintenance Annual Paving contract so staff recommend completing this work under the existing contract with Trenchline Excavation, Inc.

The contractor for the 15th Street Waterline Replacement project was asked to provide a quote for this work. The projects consulting engineers (RH2 Engineering) and the City's project manager reviewed the quote and determined that the price was reasonable and used existing contract unit prices. Completing this work now will also realize efficiencies in using an onsite contractor as well as the contract engineer associated for revised construction documents and final record drawings.
