Public Improvement Contract for the Construction of the Linn Avenue Sewer Improvement Project (CI 15-018)

RECOMMENDED ACTION (Motion):

Award the bid and authorize the City Manager to execute the Contract Agreement with Interlaken, Inc. in the amount of $404,263.00 to provide construction services for the Linn Avenue Sewer Improvement Project. 

 

BACKGROUND:

In December 2015, the City executed a Personal Services Agreement (PSA) with Wallis Engineering PLLC to design and prepare contract documents to correct deficiencies in the sanitary sewer system in Linn Avenue from 4th to Pearl Streets.  Construction of the work identified will eliminate building restrictions on this previously identified sanitary sewer moratorium flow-constrained area as shown on the attached Linn Ave Moratorium Map. 

 

In July 2016, staff solicited bids for the project in accordance with City and State contracting procedures.  Four bids were received and the City's engineering consultant has reviewed the bids received and provided the City with a written recommendation of bid award to Interlaken, Inc., the lowest responsive and responsible bidder.  The bidders and their bid amounts are listed below:

Trench Line Excavation, Inc.                     $421,947.34

Emery & Sons Construction Inc.                     $484,976.00

3 Kings Environmental, Inc.                     $735,926.00

ENGINEER'S ESTIMATE                     $432,812.00
