Code Enforcement Update on Residential Membrane (Fabric and Metal) Accessory Structures and Process for Amending the Code

No action is required from the City Commission.
BACKGROUND:
Since January 1, 2011, the Oregon City Municipal Code has prohibited most fabric and metal structures, known as membrane structures, if they are visible from the abutting right-of-way. The prohibition specified that existing structures were required to be removed and did not allow grandfathering of older structures. The regulation ensures that accessory structures, will be compatible with residential structures and helps reduce the accumulation of outdoor junk, inappropriate storage, and solid waste in residential areas, a common nuisance.
A City Commission Work Session was held on August 8, 2016 to discuss recent Code Enforcement violations and the history and retroactive nature of the regulation. This meeting is intended to update the Commission on the outstanding violations and identify the proccess to amend the Oregon City Municipal Code if the City Commission desitres to do so.
