Resolution No. 16-25 Submitting a Proposed Initiative Charter Amendment to the Electors of Oregon City

RECOMMENDED ACTION (Motion):

Staff recommends approval of Resolution No. 16-25, submitting a mesure that woudl amend the Charter that would limit Urban Renewal activity to the legal voters of Oregon City and setting an election date of November 8, 2016.

 

BACKGROUND:

The prospective petition was submed to the City in April of 2015 and a ballot title was prepared at that time.  The petitioners subsequently gathered sufficient signatures to submit to the Commission.  Because it seeks an amendment to the City Charter, the Commission must submit it to the voters, and accordingly staff has prepared a resolution forwarding Initiative Petition No. 2015-1 to the legal voters of Oregon City and setting an election date of November 8, 2016.

 

Per ORS 250.305(2): A petition to initiate a city measure must be signed by not less than 15 percent of the electors registered in the city at the time the prospective petition is filed.  Based on the number of voters in Oregon City on April 30, 2015 (19,182), this statute required petitioners to collect 2,877 valid signatures in Oregon City to place measure on the ballot. 

 

On August 8, 2016, Clackamas County Elections Office verified 2,881 petition signatures to be genuine.
