Personal Services Agreement (PSA) with Tetra Tech to Provide Engineering Services for the Beavercreek Road Sanitary Sewer Improvements Project

RECOMMENDED ACTION (Motion):

Authorize the City Manager to execute  the Personal Services Agreement (PSA) with Tetra Tech to provide engineering services for the Beavercreek Road Sanitary Sewer Improvements Project.

 

BACKGROUND:

At the City Commission Retreat in January, 2015, the City Commission gave support to move forward in the design and construction of infrastructure improvements to further advance the development potential of a large industrial site in the Beavercreek Employment Area.   Specifically, the infrastructure consists of a sanitary sewer line that will serve Oregon City Development Site No.2 (OCDS No.2) along Beavercreek Road.  Since that time, the Economic Development Department has received a Special Public Works Grant from the Oregon Infrastructure Finance Authority (IFA) in the amount of $60,000 for the design of the sanitary sewer line.  The design effort will not only produce a complete design of the sanitary sewer line but will also produce construction cost estimates along with a complete set of construction documents. Once the sanitary sewer line is constructed, it will bring the 52-acre OCDS No. 2 closer to shovel-ready status and enhance its appeal for private investment.

 

The extension of the sanitary sewer on Beavercreek Road is approximately 3,800 feet.  The design project begins just south of Marjorie Lane and proceeds to the High School with the ending point approximating at the end of the second property south of Loder Road.  The alignment includes upsizing the last two lengths of the public sanitary sewer, reconnection to the sanitary sewer on the Clackamas Community College property and abandonment of the private sanitary sewer in the public right-of-way that currently serves the High School.  The project will also verify  that the sanitary sewer can be extended an additional 5,500 feet to the end of the City Limits on Beavercreek Road just past S. Timbersky Way. 

 

The design project will be managed by Jon Archibald of the Public Works Department and oversight will be conducted by the Economic Development Department.  A notice to proceed will be dispersed once the PSA is executed and the project duration is expected to be 4 months from the date of notice.  The cost estimates delivered as a result of the design project will help determine a funding strategy for construction. 

 

Staff requests that the City Commission authorize the City Manager to execute the PSA with Tetra Tech to advance the design effort for the Beavercreek Road Sanitary Sewer Improvements Project.
