RECOMMENDED ACTION (Motion):

Approve a new contract with Brown & Caldwell Inc. for engineering services related to administering and managing the City’s state and federal NPDES Permit for a one year term. This contract term will expire July 31, 2017. 

 

BACKGROUND:

On March 15, 2011, the Oregon Department of Environmental Quality issued a renewed Phase I Municipal Separate Storm Sewer System (MS4) National Pollutant Discharge Elimination System (NPDES) permit for the Clackamas County jurisdictions. The City’s NPDES Permit is scheduled to apply for and receive a new NPDES permit with new guidance and requirements from the state. The City of Oregon City is a co-permittee on the permit along with the other municipalities within Clackamas County. Each co-permittee is responsible for assuring that its respective agency meets the requirements outlined within the permit for each of their respective agencies. Brown and Caldwell provides consulting engineering services to each of the respective agencies and oversees the overall coordination of the permit for the co-permittees. Brown and Caldwell is also one of the short listed consultants on the City’s short list for utility infrastructure improvements authorized by the City Commission on January 21, 2015.
