RECOMMENDED ACTION (Motion):

Public Works and City Legal Council will review the process of declaring a state of emergency within the City. City Commission will be asked to approve the Simulated Emergency Declaration for the Cascadia Rising Emergency Exercise that will take place June 7th and 8th, 2016.

 

BACKGROUND:

The City of Oregon City is participating in the upcoming Cascadia Rising Emergency Exercise, a multijurisdictional exercise simulating the response capabilities of the region to a Cascadia Subduction Zone earthquake event. The exercise is one of the largest emergency management exercises ever undertaken within the region and involves the various municipalities, special districts and Counties within the state, the States of Oregon and Washington, and the Federal government represented by FEMA and the Department of Defense. As part of the exercise the City will undertake a day long training exercise to acquaint City staff with the anticipated roles and expectations under a disaster event. As part of this exercise, City Commission will review the emergency declaration process guided by Public Works and City Legal Counsel. After this brief review, City Commission will be asked to declare a simulated state of emergency to correspond to the exercise dates.
