Clackamette Park Boat Ramp Hydrology Study Report

BACKGROUND:

In December 2013 high water flows and ice caused the boat ramp at Clackamette Park to be heaved and dislocated.  In addition, the ramp was severely undermined and rip rap was displaced.  The boat ramp became unusable and posed a serious risk to safety for boat launching.  Just after the damage occurred in December 2013, the City was able to shore up, salvage and stabilize the ramp panels to prevent additional loss.    In consultation with the Oregon State Marine Board (OSMB), we decided to close the ramp  for public safety reasons ,and to prevent further damage or loss.  It has remained closed since this time.

 

Over the last year we conducted a hydrology study, which was fully funded via an OSMB grant.   West Consultants was selected to assist the City and OSMB in evaluating the conditions and determine both short-term and long-term solutions to re-opening boating access at Clackamette Park.  A short term repair option has been recommended to re-open the existing ramp.  Additionally, conceptual options for a long term replacement solution have been recommended.  These options, further analysis, final recommendations, permitting requirement needs and funding options are currently being evaluated. Hans Hadley of West Consultants, a hydrolic engineer and our lead project consultant, will present the study and recommendations at the Commission work session.
