RECOMMENDED ACTION (Motion):

Adopt Resolution No. 15-33 modifying the Water Capital Facilities Improvement Plan by adding a water infrastructure project.

 

BACKGROUND:

The City adopted Ordinance No. 12-1001, an update to the Oregon City Water Distribution System Master Plan (WMP) that includes the City’s Water Capital Facilities Improvement Plan (CIP), pursuant to ORS 223.309(1).  The City’s CIP list may be modified “at any time” pursuant to ORS 223.309(2).

 

Oregon City voters recently expanded the city limits bounded by McCord Road and Leland Road by approving an annexation.  The Oregon City Public Works desires to connect the City’s dead-end water distribution system in McCord Road to the proposed waterlines that will serve the proposed development located on the recently annexed property. McCord Road is one segment of a future looped water system between Leland Road and Pease Road and is identified in the Water Master Plan.  By completing the looped system there will be improvements to water quality, residual water pressures during peak demand periods, fire flow capacity, and system redundancy to meet performance service standards for serving future developments.

 

Proposed Resolution No. 15-33 provides appropriate water facilities that are consistent with the Water Master Plan performance service standards for serving future developments. The project is an 8-inch pipe extension, approximately 308 feet long, in McCord Road along the frontage of property, Taxlot 3-2E-07BD-03896, being an existing City stormwater pond.
