Draft Inter-Governmental Agreement (IGA) Term Sheet for the Willamette Falls Legacy Project Riverwalk Schematic Design Process

RECOMMENDED ACTION (Motion):
The City Commission is asked to review, discuss and provide comments on the term sheet for the IGA. The full IGA will be presented for Commission approval in November or early December.
BACKGROUND:
The Willamette Falls Legacy Project is moving towards adopting a new IGA for the upcoming Riverwalk Schematic Design process which will include roles, responsibilities and staffing commitments. This is a refinement of the previous Memorandum of Understanding approved by the City Commission in the fall of 2014 that set forth the principals and commitment of the 4 government entities to the project.
The term sheet was reviewed by the Willamette Falls Legacy Project Partners Group at their September 11, 2015 meeting. The Partners Groups moved to forward the term sheet to their respective Commissions for review and comment before the formal adoption process in November or early December. This IGA has a limited two-year horizon.
