Second Reading of Ordinance No. 15-1010, Amendments to the Oregon City Municipal Code (OCMC) Adding Chapter 2.30 Citizen Involvement Committee

RECOMMENDED ACTION (Motion):

Staff recommends the City Commission approve the second reading of Ordinance 15-1010.

 

BACKGROUND:

The Citizen Involvement Committee (CIC) Council was established in December of 1977 to “provide an active and systematic process for citizen and public agency involvement in the land-use decision making for Oregon City” (Policy for the C.I.C Council, 1978).  Since establishment, the CIC has proven to be a successful means of communication between the City and citizens, but has not been codified.

In order to recognize the significance of the CIC, staff has worked with the CIC to create Chapter 2.30 of the Oregon City Municipal Code for formal recognition.  The code language will replace the bylaws of the CIC.  The concepts of the code amendments were originally discussed at the February 2, 2015 CIC meeting.  Using the City Commission direction, comments from the February 2, 2015 CIC meeting, draft CIC bylaws, and code language/bylaws from other codified City groups, staff created the first draft of the code amendments which were discussed and amended at the March 2, 2015, April 6, 2015 and May 4, 2015 CIC meetings.  The City Commission reviewed the draft document at a Work Session on May 12, 2015 and August 11, 2015. On June 1, 2015, the CIC voted to support the draft code language.  After the vote of support from the CIC, the draft language was reviewed by the City Attorney and minor amendments were made.  The amendments were reviewed by the CIC officers and subsequent adjustments made.  The City Commission approved the first reading of Ordinance 15-1010 on August 19, 2015.
