Personal Services Agreement with JRH Construction for Security Fencing at Police Department

RECOMMENDED ACTION (Motion):

Staff recommends approval of Personal Services Agreement with JRH Construction in the amount of $57,325 and authorize the City Manager to execute the contract.

 

BACKGROUND:

The Police Department is requesting secure fencing around the Police Department parking lot, with a remote gate, be installed to ensure the safety of our officers, staff and vehicles.  There have been several acts of vandalism on vehicles, including flattened tires on patrol cars and antennas being ripped off vehicles.  There have been specific threats made to our officers stating violence would occur on police department property.  There have also been incidents of armed individuals with significant mental issues harassing officers at the police department.  One incident occurred where members of an anti-cop group were filming officers in the police parking lot in an apparent effort to initiate a conflict.  The Police Department sent out requests for 3 bids, received 2 bids and 1 declined to give a bid.  Of the two bids JRH Construction was chosen, as they met all Code and City requirements for the fencing and gate.

 

It will be at least four years before moving into a new police facility.  We believe the safety of our officers amidst the increasing threats at the department make the purchase of this fencing absolutely necessary.
