RECOMMENDED ACTION (Motion):
Staff recommends City Commission permit City Manager David Frasher to approve the purchase of long lead time items for the Library Expansion Project.

BACKGROUND:
In order to be prepared for the construction of the library addition, scheduled to start in early August, certain materials must be ordered. Of those, there are some which require a 16-week procurement period. This long lead time means that these materials must be ordered now in order to keep the project on schedule.

These materials are:
Howser Steel:
Structural steel components such columns, beams, embeds, moment frames, and steel ledgers which make up the steel structure portion of the building - $268,268

Steel Encounters, Inc.:
Metal decking products for the 2nd floor and roof - $22,875

Total: $291,143

All building materials and services, including the above, make up the GMP (Guaranteed Maximum Price). P&C Construction has not yet collected all of the bids they need to prepare and present the GMP to the City Commission for its approval. At this writing, all bids which had been received by P&C for the GMP came in on target. With only small bids left to procure, P&C Estimator Les Jacobson believes that the GMP will remain within budget. The GMP will be presented to the City Commission on August 5, 2015. For the project to stay on schedule, the above materials must be ordered and purchased prior to August 5.

On July 8, 2015, the Library Board moved and approved a motion to recommend that the City Commission permit City Manager David Frasher to approve P&C Construction to move forward with this purchase so that the project may proceed in a timely way.

Documentation for these purchases will be entered into the record at or before the City Commission meeting on July 15, 2015.
