RECOMMENDED ACTION (Motion):
Authorize the acquisition of 306 S. Center Street in the amount of $400,000 for assemblage with other City-owned properties along S. Center Street and John Adams Street and associated with the Public Works Operations Center.

BACKGROUND:
The City of Oregon City owns and operates a Public Works Operations Center at 122 S. Center Street. The site is home to the Public Works Operations staff and provides approximately five acres of buildings and an operations yard. Oregon City’s Public Works Department includes the Operations Group, which carries on the day-to-day operation and maintenance of the existing infrastructure including water distribution, wastewater collection, stormwater management, and multimodal transportation. The Operations Group also includes administrative staff, fleet maintenance staff, water quality and asset management staff.

The existing site is separated into the upper and lower sites connected by way of a private drive which most consider to be S. John Adams Street. The residence at 306 S. Center Street fronts this private drive. This section of the private drive (aka S. John Adams Street) has long been recognized as narrow and in need of widening. At the time the residence at 306 S. Center was constructed (1990’s), the landscape included a retaining wall, landscaping and a driveway that abuts tightly against the travel lane. This section of the private drive is single lane, includes a 90 degree turn and includes landscape materials that further contribute to limited sight distance for truck and vehicle traffic.

Acquisition of this property will allow the City to improve a longstanding travel corridor by adding a few more feet of travel lane width and it will ensure the property remains under the City’s control during the construction of the improvements.
