Public Improvement Contract with Jesse Rodriguez, dba Jesse Rodriguez Construction, for the Construction of the Coffee Creek Culvert Replacement Project (CI 14-008)

RECOMMENDED ACTION (Motion):
Award the bid and authorize the City Manager to execute the Contract Agreement with Jesse Rodriguez, dba Jesse Rodriguez Construction in the amount of $155,800 to provide construction services for the Coffee Creek Culvert Replacement Project.
BACKGROUND:
The City executed a Personal Services Agreement (PSA) with Wallis Engineering, PLLC in March, 2014, to design and prepare contract documents to address an increase in stormwater seepage from the slope below 3rd Avenue in the Canemah neighborhood. It was determined that the increased seepage was the product of an existing 36-inch CMP storm culvert which is failing. It was recommended that a new pipe system be installed in the right-of-way to replace this culvert. In May and June, 2015, staff solicited bids for construction of the project in accordance with City and State contracting procedures.
Six bids were received and staff from Wallis Engineering reviewed the bids and provided the City with a written recommendation to award the bid to Jesse Rodriguez Construction, the lowest responsive and responsible bidder. The bidders and their bid amounts are listed below:
