RECOMMENDED ACTION (Motion):
Award the bid and authorize the City Manager to execute the Contract Agreement with Trench Line Excavation Inc. in the amount of $159,834 to provide construction services for the 14th Street Storm Drain Improvements Project.  
 
BACKGROUND:
The City executed a Personal Services Agreement (PSA) with Wallis Engineering, PLLC in March, 2014, to design and prepare contract documents to correct deficiencies in the storm system and connected outfall located at 14th Street and JQ Adams Street.  In April and May, 2015, staff solicited bids for the project in accordance with City and State contracting procedures.  
 
Nine bids were received and Wallis Engineering staff reviewed the bids and provided the City with a written recommendation to award the bid to Trench Line Excavation, Inc., the lowest responsive and responsible bidder.  Bidders and their bid amounts are listed below:
