RECOMMENDED ACTION (Motion):
No action is required at this time. Staff will provide an update on the proposed language and address questions from the Commission.  
 
BACKGROUND:
Under the direction of the City Commission, City staff proposed amendments to codify the Citizen Involvement Council (CIC) in Chapter 2.30 of the Oregon City Municipal Code.  The code language would replace the bylaws of the CIC.  The concepts of the code amendments were originally discussed at the February 2, 2015 CIC meeting.  Using the City Commission direction, comments from the February 2, 2015 CIC meeting, draft CIC bylaws, and code language/bylaws from other codified City groups, staff created the first draft of the code amendments which were discussed at the March 2, 2015 CIC meeting.  The amendments were revised and presented at the April 6, 2015 CIC meeting and again at the May 4, 2015 CIC meeting. The CIC has not yet reached consensus on the draft code and thus the attached revisions will be reviewed by the CIC at the June 1, 2015 CIC meeting.  Once a consensus is reached by the CIC, the draft language will be reviewed by:
 
1.      The City Attorney;
2.      The Oregon Department of Land Conservation and Development Citizen Involvement Advisory Committee to verify compliance with Statewide Planning Goal 1; and
3.      The City Commission will review an Ordinance adopting the draft language at a minimum of two public hearings.
