RECOMMENDED ACTION (Motion):
Staff recommends the Urban Renewal Commission authorize execution of Local Agency Agreement No. 30259 between the Oregon Department of Transportation (ODOT) and the Oregon City Urban Renewal Commission for Federal-Aid Surface Transportation Program Funds to design and construct improvements and for long term maintenance responsibilities for McLoughlin Boulevard Enhancement Project Phase 2 [aka OR99E: Clackamas River Bridge - Dunes (Oregon City)].
 
BACKGROUND:
In May 2012, the Oregon City Urban Renewal Commission approved the final version of Local Agency Agreement No. 28220 between the State of Oregon, Department of Transportation and the Oregon City Urban Renewal Commission that established agreement terms for the funding, design and construction of the McLoughlin Boulevard Enhancement Project Phase 2 [aka OR99E: Clackamas River Bridge - Dunes (Oregon City)].
 
Tonight the Oregon City Commission will see Local Agency Agreement No. 30259 between the State of Oregon, Department of Transportation, and the Oregon City Urban Renewal Commission and the City of Oregon City for approval and establishment of agreement terms for the long term maintenance responsibilities resulting from the McLoughlin Boulevard Enhancement Project Phase 2 [aka OR99E: Clackamas River Bridge - Dunes (Oregon City)] Project.
 
Local Agency Agreement No. 30259 is similar to Local Agency Agreement No. 28220 in that it covers the same terms related to funding for design and construction, as well as project management. However, Local Agency Agreement No. 30259 clarifies that the ongoing long term maintenance responsibilities lie with the City rather than the Urban Renewal Commission, and includes specific terms relating to that long term maintenance.
