RECOMMENDED ACTION (Motion):
Staff recommends that the City Commission approve the first reading of Ordinance 14-1003.  The Ordinance, effective November 1, 2015, replaces Chapter 15.28 of the Oregon City Municipal Code with updated signage standards and approves Legislative Planning file L 14-01.
 
BACKGROUND:
After nearly 20 years without a significant change, Oregon City has been working to review our sign regulations to better meet the needs of Oregon City residents and businesses now and into the future.  A comprehensive public process resulted in draft amendments to the limitations of the type, quantity, size, material, placement, etc. of signage allowed on public and private property in chapter 15.28 of the Oregon City Municipal Code.  The Planning Commission recommended the City Commission approve the draft signage standards in October of 2014.  The draft code language and associated implementation strategies were reviewed at City Commission Work Sessions in February and March of 2015.  The Sign Code Update includes Ordinance 14-1003 to implement the amendments to the Oregon City Municipal Code as well as Resolution 15-08 to adopt new fees associated with new signage types and Resolution 15-09 to adopt a policy for cross street banners and banners on street light poles.  Staff will bring forward these Resolutions with the second reading of Ordinance 14-1003.
